Technically a bunch of you are right. It's a group of hackers trying to extract personal info from you. The reason you can't figure out who it is is because they are spoofing their phone numbers. So if you trace it it appears to be a legit call or if you call the number back no one answers. Sometimes they don't speak to you because they are probably placing hundreds of calls at the same time. Whoever answers first gets one of the hackers. If you answer but don't hear anything, they mark you on a list and call you later. If you don't answer then they will typically keep calling anyway. The best way to deal with them is to immediately tell them that you know all about phone and ip address spoofing and don't call me again if you don't want your actual physical location posted all over the Internet. Obvious scam working from telephone directories.
Woman with thick Spanish or (Asian) Indian accent called asking for person here with first initial "J" (only our initials appear in directory), claiming to be a debt consolidation company. When asked how they got the number (number is in DNC directory), she claimed her company had conducted a study in our area and were offering the service. I considered giving her our bank and credit account numbers, passwords, and other info, but changed my mind...
